Report the observations clearly
Record what was seen, where it was seen and the dates. Keep existing photographs and earlier work records with the report. Send the information through the building's agreed reporting channel and ask who will coordinate the next step. Describe the observations without assigning blame or guessing the source.
EPA recommends prompt reporting and resident cooperation when managing bed bugs in shared housing, including consideration of nearby units. EPA's guidance for landlords. A report about one apartment may need coordination with a manager; it does not establish that neighboring units are infested.
Check the rules for the actual location
There is no single tenant-versus-landlord payment rule that applies to every property in the United States, Canada and the United Kingdom. Responsibility, notice, access and remedies can depend on local law, the tenancy and the circumstances. Get location-specific advice before accepting a disputed charge or taking a legal step.
For US bed bug issues, EPA's laws and regulations page directs readers to current state and local requirements. For Ontario, use the provincial renting-rights guide. For relevant UK guidance, start with GOV.UK's private-renting repairs page, which also identifies different procedures in Scotland and Northern Ireland. These are starting points for their named jurisdictions, not rules for every market.
Agree who owns each practical step
Use a short coordination record so the person booking the appointment, the occupant and the company have the same instructions. Record authorization and payment arrangements separately from the pest observations.
| Task | Record |
|---|---|
| Booking and approval | Who can authorize the inspection and any later work? |
| Access | Who arranges the required notice, keys and access to shared or neighboring areas? |
| Preparation | Who sends instructions, answers questions and helps resolve access or mobility difficulties? |
| Charges | Who receives the quote and invoice, and what remains disputed or undecided? |
| Follow-up | Who receives the work record and reports later activity? |
Keep useful records without oversharing
Keep appointment dates, instructions, reports and correspondence together. Share photographs and contact details only with the people who need them to arrange the work; avoid posting another resident's name or unit details publicly. Ask the manager to coordinate building-wide communication when that is needed.
If the response or responsibility remains disputed, contact the relevant local housing service, tenancy authority or qualified adviser. This planning guide does not determine liability or recommend withholding rent, deducting charges or entering another person's unit.
Plan the visit
Use the visit preparation guide and, when relevant, the bed bug preparation planner. Compare general pest inspection or the exact pest service, then agree the booking through the person authorized to arrange it.
